Fix listing mags in correct order in zarr3 streaming #8120
Description
Context
Zarr 3 streaming should present the mags in correct order (which is currently not the case).
For reference see: will-moore/ome2024-ngff-challenge#1
The resulting mags list should be sorted with best mag first and lowest resolution mag as last
