Fix ignored test in RequestMappingInfoHandlerMappingTests [SPR-15653]

In #20167 we've ignored a test in RequestMappingInfoHandlerMappingTests. getHandlerEmptyPathMatch related to matching annotated handlers: matching "" and "/" request paths and patterns.

This issue is about revisiting that behavior or fixing the current implementation to reinstate that.
