GitHub preview actions doesn't work for a PR from contributors outside the docs team

GitHub actions are working fine for PRs from members of the Documentation Team, but not from other contributors.

The error is:

deploy-preview
The deploy step encountered an error: remote: Permission to wpaccessibility/wp-a11y-docs.git denied to github-actions[bot].
fatal: unable to access 'https://github.com/wpaccessibility/wp-a11y-docs.git/': The requested URL returned error: 403 ❌

For example for PR #90
Github actions do not run automatically for a non-documentaion-team-member-PR and when I push the button 'Approve workflows to run' myself, the preview fails.

You can try it on #89, were the workflow awaiting approval.

@yoren maybe the issue is, that's it's a PR from a fork I realise now. I am not sure how we should handle that.

@rianrietveld If I recall correctly we need to allow fork to run the workflow within the repo, like using this:

Good idea to set the option to Require approval for first-time contributors

I tried this on PR #89 and #101,
Pressed the button with the PR to give permission to run the workflow, but still get

Maybe it only works with new PRs?

@rianrietveld oh I was oversimplified the issue, there were actually two issues, one is outside collaborators cannot trigger the workflow and the other is they cannot deploy the preview.

The former issue has been fixed by you checking that setting, I will still need to update the workflow. I'll create a new PR to address it!
