tooltip / popover template support

I would love to see template support for tooltips and popovers. have tried to achieve this with the same approach ui-bootstrap has done it but was not able to fix it (angular-ui/bootstrap#3409).

I'll keep trying to fix this but if someone else has done this already this would be great!!
